This is what I think is going on:

The goal is to follow the map to a place where there are foreigners. Then, using clues provided, the °C-ute member must identify which individual is their "target". The member then has to tell their "target" about °C-ute in the "target"'s native language and the "target"'s understanding is evaluated after.
