Couds spread, dissapate, and other things, but they don't stop perfectly at a straight edge. I would say altocumulus undulatus (definetly not stratocumulus). But these occur, if i recall correctly, between 2-6km (6000-18000 feet).
Strangely this doesn't look like an altitude of 2km (6000ft). Especially when you look at the electricity tower.
(Although I do have to admit it's hard to guess the altitude watching this video.)

HAARP was built in 1993. You may have thought of the joint european ionospheric heater EISCAT, or the russian equivalent SURA. EISCAT was talked about at that time, and Sura under construction.
But none of it matters. There is no WAY for an ionospheric heater to create such holes.

The not so great video camera auto-dimming the brightness makes it look darker and more high-contrast/distinct too imo. There are shit tons of much more striking and amazing images in 50 year old nephology/meteorology books.

The altostratus undulatus is a type of low altocumulus cloud with signature undulations within it. These undulations may be visible (usually as "wavy bases"), but frequently they are indiscernible to the naked eye.
