Because there's nothing more to add to their storyline. They said way back that Will and Elizabeth's story was finished once he came back to her at the end of POTC 3

so far the plot for the 4th movie is for jack and barbosa to find the fountain of youth together, but what about this to bring in keira and orlando?

Will is never going to get old since he is the captain of the flying dutchman, but what about elizabeth? she could use the water to stay young and be with will forever and her son. or what if something were to threaten them while will is away? and theres still lots of potential for conflict between jack and barbosa (deleted scenes from pirates 3)
