There are also electronics/programs that change sounds of any musical instruments.

There's really no need for lipsyching in that, and you can't lipsynch when you're performing that close to an audience.

That's just my two cents, they can be lipsynching, sure, but I'm just giving points of why it's likely that they're not.

Personally I think it's a lipsync...the FOH engineer must have been really quick on the mute buttons or the guy's mic would have created tons of feedback when he pointed it at the monitors...and the entire mix is absolutely perfect to a studio recording which is dang near impossible for a live session...

Proximity to the audience doesn't matter for lip syncing...especially since they'd likely know it's fake to begin with.
