This is a young kid. He is 14 in this video and some of the drills he makes mistakes. But they are not significant. However he does this drill perfectly. Your heels do not touch the ground, but your feet are active, producing a flexion (dorsi-flexion) a the top of the jump but right befor the ground countact you extend your foot and only ball of your foot touches the ground, utilizing the elastic components of the calf muscles, achillies tendon and plantar facia.

are the knees supposed to slightly bend? or should the be ideally locked?

Knees do bend slightly just enough to allow for some ground reaction force absorbtion through the patelar tendon.
