Victoria is definitely in new moon. when bella jumped off the cliff there is a force that kept pulling her deeper into the water if not for jacob, bella could have died. No matter how much she is trying to get to d surface, a force kept pulling her down..

When bella was drowning she saw the color of fire in the water..VICTORIA'S hair..

She will definitely have a part in new moon coz it's a very pivotal part which lead edward to think bella is dead.
