If it says to knit 3 rows, you want to knit all across for three rows.. Not sure why you typed st twice. If it wasnt a mistake it might have called for you to grab two stitches and knit the two at once for three rows. That is a method to decrease your stitch number, making your fabric gradually smaller. Hope that makes sense.

i have a question when the pattern calls for lets say...st st 3 rows..does that mean k row,p row and do these two rows three times or is it
