He quotes scripture because it's relevant to the majority of the public. Lessons are to be learnt in many publications, the bible is one of these. He is quoting something that is relevant to the masses and fits the situation at the time.

I am a die-hard atheist, and I'll find myself either quoting scripture or at least using heavy biblical illusions from time to time. As much as I disbelieve in the bible, that does not mean that it isn't useful for illustrating certain points. Also, it's extremely relevant to the people I'm usually talking to, as it was for Chaplain in his day.
