It exists to ordain the division of labour, use of resources and efficiency within the NHS, which would otherwise find no incentive for the efficiency of the corporation, because it is subsidised by the taxpayer. With the internal market however, efficiency returns with the vehicle of money used by fund-holding GPs to marketise the corporation-without that it would be an inefficient body only appreciated by the very poorest.
