The Sgts and Capts say they should arrest people just to clear the streets. Don't charge them, but just take them to the station and release them in the morning. It happens.

At the very most it is per week, because even the supervisor said "next week it can be 25 and 1, and the next week it can be 35 and 1. Either way, a quota system is a conflict of interest and encourages wrongful arrests.

I suspect that this officer is simply not performing. I don't know how NYPD works, but I can tell you that my precinct doesn't have quotas. However, supervision knows when you're not doing your job. Supervision knows what to expect when working a certain area--they've usually been there for years. When an officer shows up to a high crime area and doesn't make any arrests then it usually means they aren't doing their job. It isn't always about quotas. I suspect the interview was preemptive.

When schoolcrafts story broke there were many officers,active and retired,including highly decorated officers who backed these stories up. Maybe its not happening in your presinct and i hope thats true,but to simply think that he wasn't performing his duties seems to be just an easy way to sweep the problem under the rug. He denied there being traffic quotas, but he did admit (I think unintentionally, because it sounded bad) that the number of citations and arrests of an officer is taken into account during his performance reviews. If that isn't incentive to write more citations and arrests, than I don't know what is.
I used to work in one of those infamous 'boiler rooms' when I lived in L.A. You know. The one's that were always getting raided on 60 Minutes. I even used to be the floor manager at one place I worked. I made a shitload of money and of course there were quotas and the 'rah-rah' pep talks. Listening to the tape recordings herein I was able to juxtapose the two, but unable to tell the difference. Have modern day police precincts become today's new 'boiler room'? You better believe it.

The "Quotas" that police are given are considered "Contacts". They ask that you make so many "Contacts" with people in a shift. You are still required to have probable cause in order to make the contact, but you might not write a ticket or arrest off a contact also.
Those recordings said nothing. Without context they make no sense. It's no secret that the cops have quotas, anyone knows that. They don't expect you to arrest innocent people. The quotas are there so the officers don't slack off, among other things. People are too hungry for attention.

At the very most it is per week, because even the supervisor said "next week it can be 25 and 1, and the next week it can be 35 and 1. Either way, a quota system is a conflict of interest and encourages wrongful arrests.

I suspect that this officer is simply not performing. I don't know how NYPD works, but I can tell you that my precinct doesn't have quotas. However, supervision knows when you're not doing your job. Supervision knows what to expect when working a certain area--they've usually been there for years. When an officer shows up to a high crime area and doesn't make any arrests then it usually means they aren't doing their job. It isn't always about quotas. I suspect the interview was preemptive.

@chriserwalk4386 Obviously no precinct has written quotas, but I believe there are quotas none the less. Our local police chief was recently on a news report talking about the accusations of quotas. He denied there being traffic quotas, but he did admit (I think unintentionally, because it sounded bad) that the number of citations and arrests of an officer is taken into account during his performance reviews. If that isn't incentive to write more citations and arrests, than I don't know what is.

I used to work in one of those infamous 'boiler rooms' when I lived in L.A. You know. The one's that were always getting raided on 60 Minutes. I even used to be the floor manager at one place I worked. I made a shitload of money and of course there were quotas and the 'rah-rah' pep talks. Listening to the tape recordings herein I was able to juxtapose the two, but unable to tell the difference. Have modern day police precincts become today's new 'boiler room'? You better believe it.

FYI: Cops don't create laws. The people you elect are the ones that create the laws. If you think a current crime should be changed then contact your elected officials. Laws are deleted, altered and added every year.
Most of the time cops ignore laws. They wouldn't ever be able to drive down the road if they stopped every car or person that was in violation. Brake light out, headlight out, crossing over the lines, etc etc..

@cakley01 but you see you said it minor law infraction if they dedicated the same time stopping real crime .thats the same way when they drive down the street and see a major crime they keep driving turn a blind eye, if you patrol the neighborhood day in day out YOU KNOW WHOS WHAT ..if u live in nyc you will see . you can flag a officer down lets say for car accident and they would drive right by u cause they dont want to fill the report you have to call 911 and wait over a half hour 4 a car

this is not a lie cops are pressured to write summonses. But to say that cops are writing fake summonses is not true. What's going on is that cops are in so much pressure to meet the quotas that they'll write anything that's unlawful, but sometimes silly, like: jaywalking, washing a vehicle on the street, riding the bike on the sidewalk, etc.

The "Quotas" that police are given are considered "Contacts". They ask that you make so many "Contacts" with people in a shift. You are still required to have probable cause in order to make the contact, but you might not write a ticket or arrest off a contact also.

Those recordings said nothing. Without context they make no sense. It's no secret that the cops have quotas, anyone knows that. They don't expect you to arrest innocent people. The quotas are there so the officers don't slack off, among other things. People are too hungry for attention.
