Building on the idea of Gemini Laser + Metal Blade, the Water Cutter should work like the bouncing metal blade from Mind Roar and be a weak but very quick, bouncing around piercing shot.
The Drill Torpedo is nice if somebody has absolutely no aim whatsoever, though it should remote detonate like Drill Bomb.
Also, the Wire has infinite ammo, and the balloon handed to you is a Rush Jet that doesn't consume ammo for riding, only 2 bars for spawning (oh gods the foreshadowing for fortress stages).
Wire is wire indeed. Hell Wheel is way too powerful. I like the modification to the Pharoh Shot. And what's with the instant Rush death? Water Cutter is like if the Metal Blade and the Gemini Laser procreated.

Maybe the hacker should have changed Skull Man's BGM to "Climb Up! And Get the Last Chance!" An 8-Bit rendition of that... ooh, it's makes my spine tingle!
For a moment I was wondering why you skipped the Wire Adapter since you don't get the Balloons until Cossack 1 or Wily 1 - I saw some other RM4MI videos before this - but then I realized that you only had Drillman left to deal with, so it would've been wasted effort.

You only get 2 shots with Rush Cannon and the Changed AI goes batshit insane if you change to it making it effectively impossible to hit em.
