The only way Trance Kuja can cast Flare Star twice in a row is by Magic Counter against Vivi's Flare (which Trance Kuja will automatically use Flare Star as a counter) followed up with the routine Flare Star. Offensive magic users aren't recommended in this fight especially Vivi.
