Texas, we need to take a lesson from Pennsylvania, example: on I-80 in PA they post mile markers every tenth (.1) mile. It would be cool for Texas interstates. Besides if you get stranded you will know the exact location with ten mile markers per mile.

I think this video is a fake, because I saw at least two cars signal for a lane change.
Having spent all but 8 years of my life on and about Houston's freeways, I can say I have never seen such a phenomenon ever, much less twice in a 15-minute span.
It must be some home video CGI kind of witchcraft going on here.
Incidentally, the vid starts about 2 miles away from where I grew up (i.e., Sagemont). I've driven that I-45 N route many, many times.
I've lived in Houston for 18 years but now live in L.A. and watching this video makes me miss home so much. Great video, it just comes to show how great the highways are right there. Nothing compared to the crappy L.A. traffic and highways.
