It's not coming out as far as we know. if you look into the Starcraft Lore Panel though they mention that nobody talk about Starcraft Ghost probably because they dont want to give away anything or possibly because it was a no hope or something, but IF anything the Head guy Mike Morhaim said sometime in the future when a better console other than Xbox came out. probably then next gen after the 360 too.
