This is a return to the methods of the dictatorship that ran the South just over 2 decades ago. The issue is not so much the threat of mad cow but what is driving it. That is the interests of the big Korean corporations who want a free trade deal with the US. The beef embargo is a barrier to negotiations and it's being taken away against the wishes of the vast majority of Koreans,
against a backdrop of price hikes, the decreasing value of the won and deepening social inequality.
At least under military dictatorship, people had much more individual freedom which has been worsened recently. Neoconfucianism considers each individual by default as terrorist or treason suspects.
Actually things are much worse than then. At least people had plenty of individual freedom sometimes even granted by the military regime itself(paradise for middle and high school students at that time-I know). The current oppressive policies are a reflection of the uneasiness felt by the conservative landowning minority(older, poorer and less educated than the young working class) since being cornered out by the IT revolution.
A conservative even stabbed a peaceful demonstrator; this shows how pathetic and desperate they are. They want US beef since they cannot pay for Korean beef which the young officeworkers who earn more than their Western counterparts can afford with ease. Now they conservatives want Chinese-style Internet control laws. A Japanese book I read even suggested that these "conservatives' are in fact another faction of former communists. That makes sense,I think.

Indeed. Most people don't know that South Korea was a military dictatorship until the late 80's.
