I would call this Dubstep. Of course it has the nasty bass that Dubstep often has, but the same thing is very common in Electro House: wobbles, aggressive bass and lower-mid frequencies, and so forth.

It lacks the four-to-the-floor beat to be called House. The beat itself is shrouded in all the waves, but it seems to be based around the half-timing that is characteristic of Dubstep... and made more for head-bobbing than danceability. Just throwin' it out there. Genre doesn't matter in the end.
