The director of this movie wanted to make a Dirty Harry type thriller and the casting of Chan was deliberately against type because he thought American audiences wouldn't appreciate the brand of comedy and action that Chan was known for in Hong Kong at the time.

He offers a different take on what happened. He says that despite early differences on the production of the film, both him and Chan got along and the stuff about "tension" during this movie was embellished by a ghost writer for Chan's autobiography.
this movie was a major flop. hence the reason jackie went back to hong kong and re-filmed this movie to avoid having the original US version released in HK. Also part of the reason he made Police Story.
