Simplified answer: The red stuff is a mix of water, clay, and fertilizer. After the water evaporates the clay and fertilizer act as a fire retardant. After the fire, the fertilizer encourages the new growth to stabilize the hillsides from mudslides.

I watched the "scoopers" land in Lake Palmdale during this incident,but your tanker shot was a P2V Neptune(CDF,I believe).He's currently flying from FOX base to support the Arrowhead fire(Wed.)Thanks for the video work.
