If you would like a short way to literaly play with these ideas, I recommend the surprisingly fun Yahtzee-style, push-your-luck, civilization building dice game, Roll Through the Ages by Matt Leacock(there's also an iPod version).
While there are other civilization building board (and video) games, Roll Through the Ages is easy to play in a short amount of time; meaning you can try lots of different strategies. Should you hold off on cities and focus on agriculture? It's up to you.
