Whites outnumber blacks in the amount of people on welfare, but that's because blacks make up 13% of the population. As far as percentages go, far more blacks are on welfare than whites. Regardless, this has nothing to do with the statement at hand. As you said, whites are on welfare too; this was a statement directed at multi-generation welfare recipients of all colors. Any racist undertones are products reflecting the prejudices of the people offended.
