Remember through part of the series that Light and Misa had no memory of being the first and second Kira. And even when they did regain their memories, L had no idea that either of them have regained it. Also, L isn't one to take that direct of an aproach to a case. Remember in the Yotsuba when he wouldn't arrest them even though he had solid evidence?
