Well the cars cost well over £100,000, then you've got fuel, tyres, staff, trucks, equipment and parts plus the cost of repairing any damage which may happen. You can get a basic racing license just by passing a test, but you need a different one for this kind of level of racing, you need to have done a certain amount of races in the past.

Racing license comes from the MSA, not your "LCAL TRACK". In the Uk you might end up getting your ARDS test done at a local circuit, which is like a driving test for new racing drivers (its very simple).
