On 'Top of the Pops' (which I'm pretty sure this is taken from originally) and other music shows in the 70s, budgetary and time constraints often meant bands couldn't play live even if they wanted to! Some, including Roy here, would send this policy up by deliberately miming out of sync or other methods. (Fish, lead singer of Marillion once 'performed' a song without moving his lips but by holding up cards bearing the lyrics!)
looks more like the old grey whistle test to me, apart from the gyrating juveniles, of which I was one. And , regarding sandmanecwardcore's comment, no , he doesn't look like Animal, Animal takes after him. I used to paint my face to look like Roy. Roy is still fantastic.
