This is from History tour, his voice is indeed in playback for most of the song, if you listen carefully even the chorus armonies are all with his voice, straight from the album recordings, and everyone knows that, everything else is live.

- If you look at when Jennifer Batten i playing the guitarsolo, you can see, that when she is playing the last part, she lets go of the giutar before the end of her solo at @3:27..

and when Michael dances in the music break he is off beat, and that's not like him @4:08..

This dubbing is so off. He's not lip synching... You can't even hear the crowd during the quieter moments between verses. Unless his PA was roaring to the equivalent of an 80's Metallica concert this really terrible ass quality... as a matter of fact... I wanna say this is like those Rod Stewart and Queen vids where they partially dub a live concert and throw the real song in the middle of the film. That's what I'm betting on. Either way, awesome video

If you know well the album version, you can see that he is lip syncing (it's exactly the same), except at the moment he's dancing. But Michael is wonderful.
