If the "defense" was prepared for trial, the prosecution has no excuse to delay. Supposedly there was enough evidence to make an arrest. That'd be the same evidence used at trial. There's VIDEO record of the incident. If there was a crime committed, SURELY it is ripe for prosecution. I think they should have been vocal in demanding their right to a speedy trial.

By law however, at the moment that "judge" abandoned the bench, he had every right to openly declare himself the highest authority in the courtroom, and subsequently declare the case dismissed and closed with prejudice.
