You can actually use the small cutter for cutting anything. I've actually used it to cut through a few layers and it worked great. You do still need to use a cutting board or it will ruin your table... and the blade of the cutter.

is there a big difference between the small and large rotary cutter...i mean in the performance of it.? and if you use the cutter without the cutting board...would that ruin your table?
