You must fix that (it's from the source update from valve in 2010) - see the subject "fixes and updates for broken mods" on the steampowered com forums.
All is explain here.
Just search what you've to do for "The Citizen" - There is some patch to install and some lines to put or modify on the gameinfo.txt
