I don't think so! I think Silent Hill is far creepier than Resident Evil. Sure, Resident evil has scary mutated beasts, zombies, spiders, etc... but that is as far as the developers take it; mutated animals/humans. Silent hill ventures in a different direction; Not only does it deal with mutated freaks but also explores into the "supernatural" (ghosts and spirits). My opinion; putting it into plain and simple words: Resident Evil's creatures are predictable; Silent hills are "not."

@TheGodmode680, well if you think into the monsters they cease to be "mutated animals/humans," but men and women who have lost their humanity and been cursed (if you will) to wander aimlessly in search of a way to regain their mortality (i.e., eating the living flesh they no longer have). I don't mean to start anything....just sharin' my opinion ^^;
