There is a reason the southern part of North America is shaped like it is. It's like a hurricane alley. These storms are normal and have been taking tiny bites out of the gulf for hundreds of thousands of years. Eventually New Orleans will be completely under water. New Orleans shouldn't be there. Insurance co. don't deny legitimate claims. The federal government has no business handing out money to storm victims. They get private money from Red Cross and other charitable groups.
