Thanks for posting this video, I have the text of the speech in his Foreign Policy of Freedom book but it's always great to watch the speech. If we get our nation back to freedom this will surely go down as one of the greatest speeches of all time.

It means that when a congressman is through speaking, the time that was alloted to him, say 15 minutes, and he only talks for 10 minutes, then his remaining 5 minutes will be used by someone else. It's a voluntary act, like yielding your bus seat to an elderly person.

He believes we shouldn't be giving aid to any country. We give support to Israel, then we feel like we have to give support to Egypt, Lebanon, the Palestineans. He feels it just exacerbates the situation. Besides the United States government does not have the Constitutional Authority to support other nations through fiscal means. I'd actually be willing to support Israel privately if the government would get out of it as I think many people would.

The reason there's no reaction is because there's no one in the chamber. That's not unusual. Watch C-SPAN, you see it all day long: Congressmen making impassioned speeches to an empty chamber. The point is to get the speech in the Congressional Record -- though what ends up on the Record may be different from what was spoken (note that Paul -- as do all Congressmen -- asked for permission to revise and extend his remarks before he started speaking).

His act is very brave. Not very many congressman have the guts to speak out against Bush because they know that it can bring about certain consequences.
