@SOGAR727 When you touch the ground, you are completing a circuit, Bear was not touching the ground so he wasn't part of the circuit so he didn't get shocked, but getting hit by sparks can be an issue, I'm not completely sure but if you push the car with your car you might be safe since the rubber in the tires are an insulator.
