    I made the following to get to this number.

    I took the amout of people that were inscribed for the 2009 elections législatives divided by luxembourg's full aged population.

    But what is the 58% in the end referring to? To how many immigrants there are in Luxembourg? Because if that's the case then you got your info mixed up:

    Permanent residents of Luxembourg can vote. You just have to go signup up for it at your city hall. :)

    This would be true for European Parliament - and local elections but not for the national elections
