This referee has serious issues and he should not be allowed in the ring. He manhandled the fighter inappropriately, which could have caused an injury to begin with. The fighter naturally lashes out, not particularly angrily but enough to show his disdain with his actions. Then what the ref proceeds to do is quite simply disgraceful. He needs to be removed from the sphere of competitive completely.
