Sorta... green flags mark a location of a slow order due to a track defect. They aren't like yellow or red or yellow-over-red flags that outline a certain boundary. A DOB (daily operating bulletin) will usually only say that a green flag is located at mile xxx and to approach it at xxx mph, and can remain for several months until maintenance gets around to fixing it (which is why the 'flag' is a more permanent sign, the defect will take a while to get fixed!!)
