Stories can augment great character designs, but can't save bad ones. In the second case it can be an element of faux depth. I mean, take Street Fighter. The games hardly explain the backstory or motivation for any of the fighters, but SF fighters are more memorable to me even though MK has a complex and long-winding story about realms, magic, cybernetic arm implants, alliances, etc. That's because SF characters are, IMO, much better designed.
