Howard Scott , a founder of WAR, wanted to represent that there are different kinds of heroes other than the ones that were always being portrayed at that time. As for the exact meaning of the song, we all interpret songs the way we want to. To me it's just a fun, cool song. Peace.
The song entertains. I don't like "A Tisket, A Tsket", except as a nursery rhyme, but this oldster gives Ella Fitzgerald her props, because she nailed it. The same goes for "War"/ I like music with good lyrics and melody.
