The way to remove that type of texture is to lightly spray the ceiling with water (just a bit to get it wet, you don't want it dripping), then scrape it. It should peel right off. You won't have to wear the masks, there won't be dust, but the stuff still falls all over the place. I suggest wearing safety glass though.
