  • In Korea where I live I would call the police and follow him on my mobile. I guess Taiwan is not the same.

  • @FutureStudy 100% correct. Taiwan's police are relatively helpless because the government has restricted their enforcement too much. It's a result of the civilian backlash against decades of martial law. The political system (and the local "island culture" has implemented a government where the executive (police) are relatively powerless. Such a pity.
