The trouble is that is the whole reason PPA was formed and with the powers of the city to enforce parking laws behind them, These powers were given by the people in lieu of the people having to enforce laws themselves. Because many of these ticket officers work in a way many would view as opportunistic.Where I live there are laws that to some extent prevent ticket officers from misusing their powers. Also ticket officers, specially gov ones, are not allowed to have quotas or in any way gain more money for writing allot of tickets. There are a lot of people who simply don't respect laws at all and they deserve to be ticketed. Most of the time though they just nit pick at the rules and be jerks about it.
The people who blatantly park in handicap spots without a handicap sticker or the people who park in fire lanes are usually the ones who don't get caught. Its the guy who is 3 minutes late getting back to his car who usually gets screwed.

as citizens of America we have the right from excessive fines (tickets).

The biggest fault with your argument is that you say they "should not have any jurisdiction to speak for the people of Philadelphia!" The trouble is that is the whole reason PPA was formed and with the powers of the city to enforce parking laws behind them, These powers were given by the people in lieu of the people having to enforce laws themselves. The same as traffic laws, criminal laws, etc. In court it is the "city" or "state" (plaintiff) on behalf of the people vs the defendant.

I don't understand why these people receiving the tickets have to make such a big deal out of it, thinking that calling the parking officials vulgar names and yelling at them is somehow going to magically make the ticket disappear. They always claim they did nothing wrong, so just fucking contest it without wasting your time yelling pointlessly at someone who's just doing their job.

@Guin987 For every 100 people who complain about the tickets maybe 1-2 have a real valid point. So that's 98 people who are just pissy and want to scream and holler. These people do their jobs... just happens to be a job that the vast majority of people can't stand they do. I understand it... but it doesn't mean i'm any less annoyed when i'm ticketed for being 5-10 minutes over on 2H parking and now owe 100 dollars.

Because many of these ticket officers work in a way many would view as opportunistic.Where I live there are laws that to some extent prevent ticket officers from misusing their powers. Also ticket officers, specially gov ones, are not allowed to have quotas or in any way gain more money for writing allot of tickets. Ergo, they are not dicks and you only get a ticket when you really deserve one.Unlike in this video where even handicapped gets tickets moments before they reach their car.
