You get it at Nam Cobanda Isle after finding the two missing brothers. I haven't played this game in nearly a year so I can't remember exactly how it goes, sorry. =(
I'm not so sure, I can control Luke and Guy pretty well with Tear and Jade. Most of Jade's Artes give off FOFs so it's easy to use FOF changes in battle. Anise's Negative Gate and Bloody Howling also helps me stunlock enemies easily. So if I had to choose, then it would be Luke, Guy, Tear and Jade/Anise.
uh sorry for question can you tell me how you got that outfit for natalia? it's like the only one I don't have..

Well I prefered Anise more because of Ressuection. I hated Jade ever since he arrested me >:(
