Yes, it was Phil Rizzuto, Frank Messer and Jerry Coleman doing the Yankee Broadcasts on both then WHN Radio and WPIX--TV in New York City. Of course, Coleman went on to broadcast the San Diego Padres for many years. Met both Messer and Coleman. Wonderful gentlemen!
What is happening in this short clip is that while MC Frank Messer is being introduced, a group of former Mantle teammates (Ed Lopat, Gene Woodling, Joe Collins, Phil Rizzuto, Jerry Coleman, Gil McDougald, Whitey Ford, Bobby Richardson, Elston Howard, Tom Tresh, Mel Stottlemyre, Joe Pepitone) walked out to the outfield where banners were laid out representing each of the pennants the Yankees won during Mantle’s career.

@wiedep Actually, Jerry Coleman at the time was still the third voice in the Yankee booth (his last year with the team before moving west) and I believe he was part of the ceremonies too which necessitated Summerall's presence. I don't think the ceremony was necessarily covered on radio, though it's possible CBS found someone else on staff to fill in there just like Summerall was doing on TV.
I went to Old Timers Day a few weeks later and they gave eveybody a 45 rpm record of the ceremonies of this day.
