Richard Sinclair from Caravan and Hatfield and the North (from Canterbury scene). Listen to those bands - they did the ART. I guess Richard played for Camel just for the money. O.K. they made few nice tunes...
What a great singer Richard is. And my favorite Rain Dances song. Pity the quality is not perfect. Is there an official DVD from this or any other Camel concert of that period?

There are a few Camel DVDs available luckily. This comes from "Camel Footage". There's also "Camel Footage II" and a biog called "Curriculum Vitae".
