It's part of challenge mode. Every song you clear in challenge mode gets challenge points equal to its difficulty (3-43). To get MORE points you can tack on up to two additional challenges. In this case, 11 points for getting a score of 95,000 or higher and 4 points for getting less than 20 bads. So this is a 35, plus the 4 plus the 11 = potential 50 challenge points.
There are also ones like no bads, and hidden, and 2x which doubles your CURRENT speed mod in the middle of the song!
As far as I know, no, it doesn't light up. It's fairly difficult to find (even on PlayAsia) as well as being quite expensive. I've read about reliability problems with the Konami ASC, too. You may be better off building your own lighted controller--it's much cheaper and isn't a very difficult project in general; look around on the Internet for tutorials.
