This news theme is called "Broadcast News" from Non-Stop Music, commissioned by KDFW in Dallas in the early 90s.

Kind of a news theme geek myself. The Buffalo station mentioned above is WGRZ channel 2, search for "WGRZ 1994 open" and their open using this music will show up.
KDFW's opens with Broadcast News can be found under "KDFW 1991".

It was mid-October 1994 when CFCN moved to channel 3 in the middle of a week. I believe it was to accomodate future cable channels.
