I don't think it'll pass. Too many people are outraged about this for it to be viable.

Here's the thing, though. Couldn't it be that they're purposely trying to pass a law that is so outrageous that it soaks up most of the anger people might otherwise have directed at the NDAA, or Goldman Sachs or Congress as a whole?
