The other implied power clause, "Necessary & Proper", was put there to allow congress to make the bylaws that are required to enact the powers granted in article 1 section 8.

Judge Napolitano has his own interpretation, based on the founders' possible viewpoint, and the supreme court has 200years of precedence that typically shares the same viewpoint. Neither side reflects what is best for the people, they just maintain the law of the land, which is why it's there.

The court ruled that the founders' intent was for black people to not be included as citizens. The people later had to amend the constitution so slavery could be abolished. So, to look at the founders' pure interpretation of law, is limiting our government to a few men that are no longer living. You can't forget that more than 200 years society has come to pass, and The People can decide for themselves--that was the whole point of the consitution.

And once you do that, you will realize how much power the government has.
