I have to think, if your intent is to terrorize (without loss of life), then you are a terrorist....that simple, simple semantics. The effects of non-lethal terrorism are damaging as well, in fact it can be argued that it could shorten the lifes of recipients. They are wrong! They make things like bullet proof vests and wiring for missiles for private companies that have government contracts.
