This is nothing more than a time zone issue. This broadcast appeared on the BBC 10pm news which is why they claim it is only 5pm EST in New York. In the month of September NY is still on spring time (spring forward/fall back) which means London is only 4 hours ahead of NY and will remain that way until November when daylight savings begins.

This was a very poor decision by the news producer to play a tape delay video that still clearly showed building 7 standing in the background--nothing more.

At the beginning of the news cast you can clearly see the vertical white line that is the edge of the screen on the far left of the video. If you watch the clip, you'll see to the immediate left of the "window" behind the reporter is the edge of what appears to be another window. If that were a real window behind her, the image to the left of it would have to be another real window, showing the SAME skyline. But the window at the left shows an entirely different skyline, with different buidings, different lighting, and smoke drifting in a different direction. Ergo, you aren't looking at real windows, it's video.
