uhm Tailwinds makes sure you will always move first you dont get a speed boost you just go first (except if youre opnent uses any priority moves)

It does not garuantee that you move first, it doubles your speed stat for 2-3 turns. So, like a said, a speed stat of 299 is considered to be 598 during those turns Tailwind is active.
