Yes, but this is MUGEN, and in MUGEN, the MK characters you're seeing are actually pretty damn tough opponents (annoying AI).

MK3 chars in MUGEN = Fail. Except for Shao Kahn by...someone other than Kazmer13. I forgot the name of the author of that character, but his Shao Kahn was awesome!
